foreign teacher Management system in Nanchong Senior High School of Sichuan Province
According to the relevant national policies and the actual situation of our school,this regulation is formulated for trial implementation in our school in order to strengthen the management of foreign teachers in our school, give full play to the role of foreign teachers in teaching and research, and improve the employment efficiency.
（1）The main purpose of employing foreign teachers in our school
is to strengthen the construction of English subject in our school， improve the teaching quality and scientific research level of our school and improve students' oral English communication ability so as to serve the overall development of our school.
（2）The basic principle of employing foreign teachers is employing foreign teachers as needed, and strengthening management to make the best of them.
（3）Our school is supposed to introduce the education policies, teaching system, the basic situation of our school, the goal of running the school, the teaching schedules and the problems in English teaching to foreign teachers in time. We should pay attention to foreign teachers’ opinions.
（4）Foreign teachers are supposed to tailor teaching contents to meet students’ individual levels. The selection of specific teaching materials shall be determined by the foreign teachers.
（5）Foreign affairs assistants of our school are responsible for assisting and managing the daily work of foreign teachers. Besides, all the English teachers in our school are supposed to provide assistance when needed. English teachers should often observe classes of foreign teachers so as to exchange teaching methods and learn and keep record of foreign teachers’ teaching contents.
（6）Each foreign teacher is allocated about 20 periods of class. When necessary, foreign teachers should undertake the tutoring work for English teachers in our school, as well as some temporary and relevant English teaching tasks arranged by our school and assisting in enrollment.
（7）Foreign teachers are allowed to adopt different teaching methods and their opinions and suggestions on teaching are welcome. There helpful and practical suggestions should be put into practice; meanwhile, if they put forward some unreasonable or unpractical suggestions, our school should inform them of the reasons with patience.
（8）The school will often arrange English teachers to observe classes of foreign teachers so as to learn the teaching objectives of foreign teachers. In addition, the school will conduct regular teaching quality inspection to ensure the implementation of the teaching schedule.
（9） The school is supposed to provide foreign teachers with necessary books, reference materials, and teaching aids for teaching and scientific research.
（10）Foreign teachers can participate in various activities organized by the school, such as meetings and discussions whose aim are improving teaching and scientific research levels. English teachers in our school should often exchange ideas with foreign teachers and timely solve the problems they meet in teaching and research.
（11）The school will respect the religious beliefs of foreign teachers, but they are not allowed to introduce religious beliefs or organize activities concerning religion in any form while teaching.
（12）If Chinese teachers differ foreign teachers in political views, we should state our point of view but we shouldn’t impose our will on them. If foreign teachers argue offensive or too improper political views, the Chinese teachers should report this to the authorities in charge at a higher level.
（13）In principle, foreign teachers are not allowed to adjust their courses at will, and they are not allowed to travel or visit during the teaching time. In case of any change of course, they should inform foreign affairs department of the reason and get approval in advance.
3、 Administrative management
（14） The foreign-related management and daily life management of foreign teachers shall be specifically undertaken by the Foreign Affairs Office of the school, and the various departments of the school shall provide assistance; the teaching management shall be undertaken by the Academic Affairs Office of the school and the Foreign Affairs Office of the School shall assist.
（15） Foreign teachers shall strictly abide by the relevant rules and regulations of the school. Any worker who is unable to work due to illness or other private affairs shall submit a written leave of absence in advance. The leave within three days must be approved by the Director of the Foreign Affairs Office. The leave of more than three days is subject to the consent of the Principal. The foreign teacher who needs to leave the school due to illness must obtain the consent of the principal. If the foreign teachers are absent from school for no reason, or leave school without permission, the school should give severe criticism and deduct the corresponding salary according to the situation. If the rules are seriously violated, the corresponding measures shall be implemented in accordance with the provisions of the employment contract until dismissal.
（16）Foreign teachers may voluntarily participate in various cultural and recreational activities organized by the school. Schools and the Department of English need to create conditions for enriching their life outside work.
（17） Foreign teachers are strictly prohibited from working part-time in other workplaces. Those who violate the regulations will be severely punished according to relevant regulations.
3、 Financial management
（18） According to the regulations of the State Administration of Foreign Experts Affairs and the State Council's introduction of foreign intellectual leadership groups and other relevant departments, the long-term foreign teachers' salary during the employment period depends on the academic qualifications, professional titles, experience and subject nature, and enjoys travel subsidies, general medical expenses subsidies, and other living subsidies like housing and utilities.
（19）The expenses of the foreign teachers' salaries, living allowances and other expenses as stipulated in the Foreign Teacher Employment Contract shall be borne by the school.
（20）Foreign teachers must abide by the laws and regulations of China and respect the cultural customs, living habits and religious beliefs of the Chinese people. Foreign teachers must not do anything harmful to the feelings of the Chinese people.
（21）No other persons shall be allowed to stay in the dormitory of foreign teachers. Visitors who need accommodation should register in a foreign-related hotel. Putting up a guest for the night without permission is forbidden and will be given criticism or disciplinary sanctions for foreign affairs as the case may be.
（22） In the implementation of the registration system for visitors, appointments or invitations may be received only with the consent of the Foreign Affairs Office of the school. On workdays (Monday to Friday), you shall return to school before 11 o'clock in the evening. If you return to school after 11 o'clock, you will be punished by deduction of salary. On weekends, the foreign teachers shall return to school before 12:00 a.m. and report to the foreign affairs office in advance if you don't return all night.
（23） Smoking and spitting are not allowed in public places such as campuses; Teachers wearing vest and slippers are not allowed to enter the classroom. It is strictly forbidden to contact students of the opposite sex alone outside the time stipulated by the school.
（24） Strictly abide by school rules and regulations. Foreign teachers as well as our school staff should go to and from work on time. They should not be absent, late or leave early without any reason. If they have something to do, they must first ask for leave from the foreign affairs and then leave after approval.
（25）The living articles and related facilities in apartments provided free of charge by the school shall be compensated for damage or loss.
（26） Upon arrival, the relevant staff of our school demonstrate how to use living facilities. Foreign teachers should study and master them carefully. Under the leadership of foreign affairs assistants, they should open accounts in nearby banks and be familiar with post offices, supermarkets, cinemas, stations and other places.
（27）Mutual respect and harmonious coexistence with Chinese teachers and students are needed. In case of specific problems, they should report to the school through the foreign affairs assistant in time, and Solve the problem properly. School foreign affairs assistants must keep their mobile phones open 24 hours in order to solve foreign teachers' emergencies.
（28）Foreign teachers shall work no more than 8 hours a day and no more than 5 days a week. They can work with the English teachers in the school English Office.
（29） Each dormitory of foreign teachers is equipped with necessary daily necessities. The two sides will hand over and count: TV (1), telephone (1), electric water heater (1), kitchen equipment (1), water dispenser (1), tableware (1), single bed (1), bedding (1), bedside cabinet (1), desk (1), chair (2), wardrobe (1), lamp (1), shower equipment (1), washing machine (1), refrigerator (1), air conditioner (1), etc.
（30） Foreign teachers can get a monthly salary of more than 8000 yuan RMB, and provide round-trip air tickets of 8000 yuan RMB for two semesters, for example, the school provides one-way air tickets for one semester of work.
（31）If foreign teacher need a car,he or she should apply to the Foreign Affairs Office through the Foreign Affairs Assistant. After approval, the staff of school will drive the car of the school for the foreign teacher. Foreign teachers cannot drive motor vehicles without a Chinese driver's license. Pay attention to the safety of driving and keep the interior of the car tidy.
（32） Foreign teachers can see a doctor free of charge in school. If they need to see a doctor outside school, they should be accompanied by the school's foreign affairs assistant. In principle, foreign teachers should bear the medical expenses beyond insurance. Medical insurance and accidental personal and property insurance shall be undertaken by schools.
（33）Foreign teachers enjoy normal holidays in China. There are two days holidays for Christmas and Thanksgiving for foreign teachers. The school organizes one or two tours in and around the city. The cost is borne by the school. All the expenses of the tour activities arranged by the foreign teachers themselves shall be borne by the foreign teachers themselves. At the same time, the foreign affairs office and the headmaster must be informed of their tourist place names and driving routes in time.
（34）The school shall notify the foreign teachers one month before the end of the holidays in order to facilitate their arrangement， and requests them to leave relevant teaching materials before leaving school.
（35）The school assists foreign teachers in the processing of residence permits (the validity period is one month after the end of the semester). They shall assists in booking departure bus (boat, plane) tickets.
（36）During the period of contract, if the foreign teacher want to leave the City,he or she must report it to the director of foreign affair office.
（37） After a foreign teacher leaves school, his employment relationship with the school is terminated at the same time, and the school will no longer bear any responsibility for him.
5、 security management
（38） Within 12 hours of arriving at our school, foreign teachers must go to the Foreign Affairs Department of Nanchong City and the public security department to register, and apply for a residence permit in time within the time limit required by the policy.
（39） The school shall assign management personnel and teaching assistants to help foreign teachers become familiar with the work and living environment as soon as possible, and understand the school's rules and regulations, and explain necessary safety knowledge and safety precautions.
（40） Foreign teachers must live in apartments provided by the school. They can't tutor students of the opposite sex alone in the apartments.
（41） When a foreign teacher goes out, he or she must lock the door and close the window. The foreign teacher himself or herself is responsible for the unsafe incident without closing the door and window.
（42） The school provides various household appliances for the foreign teachers in the apartment. Before use, the school must assign management personnel, teaching assistants to explain the demonstration to ensure safe use. If the household equipment is damaged due to improper use, the foreign teacher pays for the repair by himself. If the personal injury occurs in the process, the school will not bear the fault.
（43） Foreign teachers cannot privately connect electricity and use high-power appliances in the apartment; if they find any problems in the facilities and equipment, they should report to the school in time, and the school will send special personnel to check and repair them in time to ensure the safety of water, electricity and heating.
（44） When the school arranges foreign teachers to participate in social or social welfare activities, the foreign teachers must be accompanied by a person arranged by the school.
（45） The safety of foreign teachers outside the school shall be borne by the person.
（46） Participation of foreign teachers in activities other than those stipulated in the contract must be approved by the Foreign Affairs Office of the school and submitted to the principal for approval.
（47） The matters not covered by the system shall be explained by the school Foreign Affairs Office and the principal in charge.
